Hot-rolled steel sheets are produced by a malleable forming process, rolling above the recrystallization temperature of the steel to be worked. The steel, heated up to 926 °C, is passed through a series of rolls to form the plate of the appropriate width and thickness and then cooled. During hot rolling, a layer of oxide is formed on the steel plate. This layer is coating with a black tint, which is why the oxidized plate is also known as a hot-rolled black steel plate. After the oxide layer has been removed from the black steel plate, the result is a pure steel sheet.

As mechanical processing changes the structure of a hot-rolled sheet and can also contaminate it, its resistance to corrosion is reduced. To overcome this, the resulting plate is passivated in a so-called chemical or pickling process, which results in the surface-treated hot-rolled pickled steel sheet regaining its resistance to corrosion according to the specification of the raw material.

The advantage of the hot-rolled sheet over the cold-rolled version is that it is easier to shape and therefore may be a better choice as a building material or for welding.
